California Combined Heat and Power Solicitations
Are you a CHP resource that missed out on the first Combined Heat and Power Utility RFO? Not to worry, there will be more opportunities.
PG&E, SCE and SDG&E are each in the midst of issuing solicitations for combined heat and power products (CHP RFO) as required by the CHP Program Settlement Agreement approved by the California Public Utilities Commission (CHP Settlement). Eligible CHP resources include existing CHP, new CHP, repowered CHP, expanded CHP and existing CHP facilities converting to utility prescheduled facilities, in each case with a nameplate capacity in excess of 5MW. Under the CHP Settlement, each of the three large California investor-owned utilities have specific megawatt and GHG reduction targets to be satisfied during two different periods, the first of which is the Initial Program Period (2011-2015). SCE, PG&E and SDG&E have a combined total MW procurement target of 3000 MW during the Initial Program Period as follows:

The “Target A” solicitation is the first of 3 solicitations to occur during the Initial Program Period. The deadlines for submitting offers for the Target A solicitation have passed for SCE (February 16) and PG&E (February 27). However, SDG&E’s solicitation offers are due on April 6 and the deadline to register to bid is March 30.
The good news is that if you are an eligible CHP resource and you missed the Target A solicitation deadlines for submitting offers, don’t fret because you will have an opportunity to submit an offer in the Target B and Target C solicitations, with the applicable RFO schedules to be determined by the utilities in the future.
